This reverts commit 5d36e382c7.
It's been found to cause all kinds of terrain glitches on Windows and
Linux. Please do not try experimental image compression alternatives
without discussing and reviewing first.

This moves the after the fall schedule into core to grant that the
debian package wesnoth-editor does not depend on wesnoth-utbs.

This solution seems sensible for reasons stated in the bug report. I
normally dislike upscaling graphics, but in this case the original is
crappy enough (it even appears to have JPEG artifacts?) and the
difference barely noticeable to the human eye.
Since this kind of changes can apparently break add-ons nowadays, this
probably should _not_ be backported to 1.10.
