Still use flashy yellow to increase visibility for missing short frame in anim.
...by using the same trick as for grid and ellipse (2 top/bottom
layers). Slight little inconvenience is that it still need to
decapitate unit at the edge of fog/shroud. But it's rare enough (need
big unit on keep there)
...as the focus arrows are supposed to be the brightest.
Added/updated imagemagick_command.txt for both standard and highlighted arrows.

Kill set_wm_icon function, since SDL_WM_SetIcon can be called safely
only at one place. Clearly hardcode the image's url instead of
