Brian Goff fbb001d1f9 Add support for setting GOARM in cross target.
This adds to the existing format of `<GOOS>/<GOARCH>` to allow for
`<GOOS>/arm/v<GOARM>`

Build tools

hack/make.sh is the primary build tool for docker. It is used for compiling the official binary, running the test suite, and pushing releases.
