4409b33145 AK: Make IndexSequence use size_t
This makes it possible to use MakeIndexSequqnce in functions like:

    template<typename T, size_t N>
    constexpr auto foo(T (&a)[N])

This means AK/StdLibExtraDetails.h must now include AK/Types.h
for size_t, which means AK/Types.h can no longer include
AK/StdLibExtras.h (which arguably it shouldn't do anyways),
which requires rejiggering some things.

(IMHO Types.h shouldn't use AK::Details metaprogramming at all.
FlatPtr doesn't necessarily have to use Conditional<> and ssize_t could
maybe be in its own header or something. But since it's tangential to
this PR, going with the tried and true "lift things that cause the
cycle up to the top" approach.)

c1676cdddb Everywhere: Remove unused includes of AK/IterationDecision.h
These instances were detected by searching for files that include
IterationDecision.h, but don't match the regex:

This is the only symbol defined by IterationDecision.h.

In theory, one might use LibCPP to detect things like this
automatically, but let's do this one step after another.

f96a3c002a Everywhere: Stop shoving things into ::std and mentioning them as such
Note that this still keeps the old behaviour of putting things in std by
default on serenity so the tools can be happy, but if USING_AK_GLOBALLY
is unset, AK behaves like a good citizen and doesn't try to put things
in the ::std namespace.

std::nothrow_t and its friends get to stay because I'm being told that
compilers assume things about them and I can't yeet them into a
different namespace...for now.

18257604eb Lagom: Win32 support baby steps
This is the initial port of Lagom to win32. This will enable developers
to use Lagom as an alternative to vanilla STL/StandardC++Library - which
gives a much richer environment (think QtCore - but modern).

My main incentive - is to have a native Windows Ladybird working.

I am starting with AK, which does not yet fully compile (on mingw). When
AK is compiling (currently fails building StringBuffer.cpp) - I will
continue to LibCore and then the rest of the user space libraries
(excluding the GUI, which will be another different effort).

Most of the code is happily stollen from Andrew Kaster's fork - he
deserves the credit.

643d2a683b AK: Define both ::nullptr_t and std::nullptr_t
LLVM 15 switched around what it's basing its `nullptr_t` definitions on,
it's now defining `std::nullptr_t` using `::nullptr_t` instead of the
other way around.

Work around any errors that result from that by just defining it both in
the global namespace as well as in `std` ourselves.

a6e4482080 AK+Everywhere: Make StdLibExtras templates less wrapper-y
This commit makes the user-facing StdLibExtras templates and utilities
arguably more nice-looking by removing the need to reach into the
wrapper structs generated by them to get the value/type needed.
The C++ standard library had to invent `_v` and `_t` variants (likely
because of backwards compat), but we don't need to cater to any codebase
except our own, so might as well have good things for free. :^)

f5ced347e6 AK: Prefer using instead of typedef
Problem:
- `typedef` is a keyword which comes from C and carries with it old
syntax that is hard to read.
- Creating type aliases with the `using` keyword allows for easier
future maintenance because it supports template syntax.
- There is inconsistent use of `typedef` vs `using`.

Solution:
- Use `clang-tidy`'s checker called `modernize-use-using` to update
the syntax to use the newer syntax.
- Remove unused functions to make `clang-tidy` happy.
- This results in consistency within the codebase.

Everywhere: Redundant inline specifier on constexpr functions (#3807)
Problem:
- `constexpr` functions are decorated with the `inline` specifier
keyword. This is redundant because `constexpr` functions are
  implicitly `inline`.

functions and constexpr constructors are implicitly inline (7.1.2)".

Solution:
- Remove the redundant `inline` keyword.

6b74d38aab Kernel: Add 'ptrace' syscall
This commit adds a basic implementation of
the ptrace syscall, which allows one process
(the tracer) to control another process (the tracee).

While a process is being traced, it is stopped whenever a signal is
received (other than SIGCONT).

The tracer can start tracing another thread with PT_ATTACH,
which causes the tracee to stop.

From there, the tracer can use PT_CONTINUE
to continue the execution of the tracee,
or use other request codes (which haven't been implemented yet)
to modify the state of the tracee.

Additional request codes are PT_SYSCALL, which causes the tracee to
continue exection but stop at the next entry or exit from a syscall,
and PT_GETREGS which fethces the last saved register set of the tracee
(can be used to inspect syscall arguments and return value).

A special request code is PT_TRACE_ME, which is issued by the tracee
and causes it to stop when it calls execve and wait for the
tracer to attach.

94ca55cefd Meta: Add license header to source files
As suggested by Joshua, this commit adds the 2-clause BSD license as a

For the first pass, I've just added myself for simplicity. I encourage
everyone to add themselves as copyright holders of any file they've
added or modified in some significant way. If I've added myself in
error somewhere, feel free to replace it with the appropriate copyright
holder instead.

Going forward, all new source files should include a license header.
