Varia: add tertiary styles and update SASS variables to CSS variables (#5666) 
* Varia: add tertiary styles conditionally

Varia is a parent theme and the tertiary styles are not defined.
It effects all of its child themes such as stow.

* create styles for tertiary blocks
* add the styles conditionally so that child themes that has tertiary will get the classes

* add tertiary color and background styling

* Stow
* Hever
* Rockfield
* Stratford

* rebuild child themes with Varia changes

07038935d7 Themes: Fix anchor link behavior on Varia/Seedlet child themes 
As described in https://github.com/Automattic/themes/issues/3520,
certain child themes of Varia and Seedlet were not handling menu links
correctly when they were navigating to anchor IDs on the page the user
was currently on. An existing bit of logic was already implemented in
the twentytwentyone theme to address this use case, so this diff ports
it into the asset scripts for Varia and Seedlet as well.

33543a778a Fix group block padding when alignwide in varia 
In the same way that the COLUMNS block is already adding padding when
configured as alignwide the GROUP block is now doing the same.
