Updated theme-utils.mjs help text (#6038)
* Updated theme-utils.mjs help text

Running `node theme-utils.mjs` (no arguments) or `node theme-utils.mjs
help` will now show a list of available commands.

Running `node theme-utils.mjs help <command>` will show the specific
help text for that command.

* Apply wpcom JS coding standards

* Refactor command structure into a common object

This helps tidy up the code for running a command as well as the help
text.
