dockerd-rootless-setuptool.sh: add nsenter subcommand 
Usage: `dockerd-rootless-setuptool.sh nsenter -- ip a`

Expected to be used for debugging.

Ported from nerdctl's `containerd-rootless-setuptool.sh`
