libnetwork/netutils: remove dead code
- GetIfaceAddr is unused since moby/libnetwork@e51ead59
  (moby/libnetwork#670).
- ValidateAlias and ParseAlias are unused since moby/moby@0645eb84
  (moby/moby#42539).
