pkg/loopback: use ioctl helpers from x/sys/unix
Use the IoctlRetInt, IoctlSetInt and IoctlLoopSetStatus64 helper
functions defined in the golang.org/x/sys/unix package instead of
manually wrapping these using a locally defined function.
