daemon: remove deprecated AuFS storage driver
There's still some locations refering to AuFS;

- pkg/archive: I suspect most of that code is because the whiteout-files
are modelled after aufs (but possibly some code is only relevant to
images created with AuFS as storage driver; to be looked into).
- contrib/apparmor/template: likely some rules can be removed
- contrib/dockerize-disk.sh: very old contribution, and unlikely used
by anyone, but perhaps could be updated if we want to (or just removed).

PACKAGERS: update Btrfs graphdriver dependencies
We only need suitable UAPI headers now. They are available on kernel 4.7
and newer; out of the distributions currently in support that users
might be interested in, only Enterprise Linux 7 has too old a kernel
(3.10).

Users of Enterprise Linux 7 distros can compile using a newer platform,
disable the Btrfs graphdriver as documented in this file, or use newer
kernel headers on their older distro.

c9e19a2aa1 Remove "seccomp" build tag
Similar to the (now removed) `apparmor` build tag, this build-time toggle existed for users who needed to build without the `libseccomp` library. That's no longer necessary, and given the importance of seccomp to the overall default security profile of Docker containers, it makes sense that any binary built for Linux should support (and use by default) seccomp if the underlying host does.

vendor: replace vndr with go mod vendor
- use `vendor.mod` instead of `go.mod` to avoid issues to do with
  use of CalVer, not SemVer
- ensure most of the dependency versions do not change
  - only zookeeper client has to change (via docker/libkv#218) as
previously used version is no longer maintained and has missing

Remove LCOW code (step 1)
The LCOW implementation in dockerd has been deprecated in favor of re-implementation
in containerd (in progress). Microsoft started removing the LCOW V1 code from the
build dependencies we use in Microsoft/opengcs (soon to be part of Microsoft/hcshhim),
which means that we need to start removing this code.

This first step removes the lcow graphdriver, the LCOW initialization code, and
some LCOW-related utilities.

- PACKAGE-REPO-MAINTENANCE.md (deb/rpm has moved to https://github.com/docker/docker-ce-packaging)

1135eadff9 Make rc announcement mandatory
Last month, when people upgraded their K8S clusters to use Engine 1.13, networking broke for them
because the default forwarding policy changed to `DROP` to increase the security and prevent some
specific network attacks. After a [long discussion on Twitter](https://twitter.com/jbeda/status/826969113801093121)
we realized that while the 1.13-rc releases had been out for months, they hadn't received as much
testing as we wanted because they hadn't been announced through all available channels.

This is a proposal to alter the release process to make sure that release candidate versions are
announced as widely as possible.

996138bf8e Fix release scripts
Add some missing dependencies in the Dockerfile:
- apt-utils for apt-ftparchive.conf
- bsdmainutils for our use of the column command in
  hack/make/generate-index-listing

We also ensure that the docker daemon is started before calling
release-deb or release-rpm, since .detect-daemon-osarch, which is sourced
in each of them, requires the daemon to be running.

This commit also gets completely rid of s3cmd and fixes references to
AWS_* environment variables (changing from AWS_ACCESS_KEY to
AWS_ACCESS_KEY_ID and AWS_SECRET_KEY to AWS_SECRET_ACCESS_KEY) in order
to please awscli. Also AWS_DEFAULT_REGION is now important to specify,
the default has been set to the region used by get.docker.com and
test.docker.com.
