With t.TempDir(), some of the test-utilities became so small that
it was more transparent to inline them. This also helps separating
concenrs, as we're in the process of thinning out and decoupling
some packages.

The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.
