a916414b0b refactor: move from io/ioutil to io and os package 
The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

Update to Go 1.17.0, and gofmt with Go 1.17

gofmt again to address for files not present in 20.10 and vice-versa.

oci: add tests for loading seccomp profiles
