Commit e6907243af applied a fix for situations
where the client was configured with API-version negotiation, but did not yet
negotiate a version.
However, the checkVersion() function that was implemented copied the semantics
of cli.NegotiateAPIVersion, which ignored connection failures with the
assumption that connection errors would still surface further down.
However, when using the result of a failed negotiation for NewVersionError,
an API version mismatch error would be produced, masking the actual connection
error.
This patch changes the signature of checkVersion to return unexpected errors,
including failures to connect to the API.
Before this patch:
docker -H unix:///no/such/socket.sock secret ls
"secret list" requires API version 1.25, but the Docker daemon API version is 1.24
With this patch applied:
docker -H unix:///no/such/socket.sock secret ls
Cannot connect to the Docker daemon at unix:///no/such/socket.sock. Is the docker daemon running?

I think this was there for historic reasons (may have been goimports expected
this, and we used to have a linter that wanted it), but it's not needed, so
let's remove it (to make my IDE less complaining about unneeded aliases).

The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

a specific string, just that a server-error or authentication

Since Go 1.7, context is a standard package. Since Go 1.9, everything
that is provided by "x/net/context" is a couple of type aliases to
types in "context".
Many vendored packages still use x/net/context, so vendor entry remains
for now.

Enables other subsystems to watch actions for a plugin(s).
This will be used specifically for implementing plugins on swarm where a
swarm controller needs to watch the state of a plugin.

The `TestServiceCreateCompatiblePlatforms()` test was confusing, because it
did not actually use the mocked API response, but used a local
`distributionInspectBody` variable to verify that the `/distribution/` endpoint
was called.
This flow was especially confusing, because a comment in the test describes;
"check if the /distribution endpoint returned correct output"
If (for whatever reason), the endpoint was not called, the test would panic,
because the `distributionInspectBody` would not be set.
This patch rewrites the test to use the actual API response that is returned
by the mock, and verifies that the information returned by the `/distribution/`
endpoint is properly used in the service's definition.

The Docker CLI already performs version-checks when
running commands, but other clients consuming the API
client may not do so.
This patch adds a version check to various
client functions.

This package doesn't really seem to do anything of real interest.
Removing it and replacing with a few helper functions. Most of this was
maintaining a fork of ctxhttp to support a mock that was unnecessary.
We could probably do with a further refactor of the client interface.
There is a lot of confusion of between transport, http layer and
application layer that makes for some awkward code. This change
improves the situation to the point where no breaking changes are
introduced.
