Switch swarmmode services to NanoCpu
Today `$ docker service create --limit-cpu` configures a containers `CpuPeriod` and `CpuQuota` variables, this commit switches this to configure a containers `NanoCpu` variable instead. Signed-off-by: Olly Pomeroy <olly@docker.com>
