Fix docker restart panic on machine ungracefully shutdown

Machine ungracefully shutdown leaves a lot of container has a
Running=true state.

```
$ cat config.v2.json | jq .

    "Running": true,
    "Paused": false,
    "Restarting": false,

```

And the next docker start will fail with panic.
