e44702f090 LibWeb: Construct ResourceLoader with a GC Heap
This will allow us to easily make use of HeapFunctions instead of
SafeFunction for all of the callbacks in ResourceLoader.

7372b2af48 LibIPC+Everywhere: Introduce an IPC Transport abstraction
This abstraction will help us to support multiple IPC transport
mechanisms going forward. For now, we only have a TransportSocket that
implements the same behavior we previously had, using Unix Sockets for
IPC.

8b3a5d0b96 UI/Qt: Remove Qt networking linkage from WebContent/WebWorker
Missed in commit 1b324f3ae1.

Note that the UI process still links Qt::Network, as it uses that infra
for autocomplete queries currently.

00487a7b25 LibWebView+LibWeb: Remove ResourceLoader and WebSocket adapters
These were used to provide a layer of abstraction between ResourceLoader
and the networking backend. Now that we only have RequestServer, we can
remove these adapters to make the code a bit easier to follow.

1b324f3ae1 LibWebView+UI: Remove Qt networking infrastructure
Now that we use libcurl, there's no reason to keep Qt networking around.
Further, it doesn't support all features we need anyways, such as non-
buffered request handling for SSE.

804729fe37 Libraries+Ladybird: Rename LibProtocol -> LibRequests
The identifier "Protocol" is claimed by Objective-C and Swift for use
by the language's built-in protocol conformance feature, which is
similar to Rust traits or Java interfaces.

Rename LibProtocol -> LibRequests, and its namespace from Protocol to
Requests to accomodate this.

7106a7bd58 LibWebView+UI: Allow debugging any helper process
This removes the --debug-web-content flag, and replaces it with a
--debug-process=<process-name> flag. For example:

    ladybird --debug-process=WebContent
    ladybird --debug-process=RequestServer

This allows attaching gdb to any helper process.

28b95e8ed0 WebContent+WebWorker: Use custom certificate paths with Qt networking
This change adds a `--certificate` option to both WebContent and
WebWorker, which allows one or more custom root certificate paths to be
specified. Certificates are then loaded from these paths when Qt
networking is used.

This allows WPT tests that require a https connection to be run locally
with Qt networking.

8867146327 WebWorker: Allow the WebWorker process to optionally use Qt networking
This change adds a `--use-lagom-networking` flag to the WebWorker
process. Qt networking is used if this flag isn't passed. The flag is
passed the UI launches the WebWorker process unless the Qt chrome is
being run with the `--enable-qt-networking` flag.

ebdb92eef6 LibUnicode+Everywhere: Merge LibLocale back into LibUnicode
LibLocale was split off from LibUnicode a couple years ago to reduce the
number of applications on SerenityOS that depend on CLDR data. Now that
we use ICU, both LibUnicode and LibLocale are actually linking in this
data. And since vcpkg gives us static libraries, both libraries are over
30MB in size.

This patch reverts the separation and merges LibLocale into LibUnicode
again. We now have just one library that includes the ICU data.

Further, this will let LibUnicode share the locale cache that previously
would only exist in LibLocale.

f16f89eb32 Ladybird+LibWebView: Move SQLServer launcher to Ladybird
It previously resided in LibWebView to hide the details of launching a
singleton process. That functionality now lives in LibCore. By moving
this to Ladybird, we will be able to register the process with the task
manager.

e800605ad3 AK+LibURL: Move AK::URL into a new URL library
This URL library ends up being a relatively fundamental base library of
the system, as LibCore depends on LibURL.

This change has two main benefits:
 * Moving AK back more towards being an agnostic library that can
be used between the kernel and userspace. URL has never really fit
that description - and is not used in the kernel.
 * URL _should_ depend on LibUnicode, as it needs punnycode support.
However, it's not really possible to do this inside of AK as it can't
depend on any external library. This change brings us a little closer
to being able to do that, but unfortunately we aren't there quite
yet, as the code generators depend on LibCore.

096ddb0021 Ladybird: Include Userland/ in for Applications that use LibWeb
After ea682207d0, we need Userland/
included directly in these application executables. This only impacts
the build with Ladybird/CMakeLists.txt as the top level CMakeLists, as
the Lagom/ directory includes Userland/ globally.

124c378472 LibWeb+WebWorker: Move worker execution into a new WebWorker process
We now create a WorkerAgent for the parent context, which is currently
only a Window. Note that Workers can have Workers per the spec.

The WorkerAgent spawns a WebWorker process to hold the actual
script execution of the Worker. This is modeled with the
DedicatedWorkerHost object in the WebWorker process.
A start_dedicated_worker IPC method in the WebWorker IPC creates the
WorkerHost object. Future different worker types may use different IPC
messages to create their WorkerHost instance.

This implementation cannot yet postMessage between the parent and the
child processes.
