Ports (jq): Add .patch extension to the diff to fit the wildcard ( #5148 )
...
This fixes the build of `jq`.
`diff` were not matched by `patches/*.patch`, this seems to have gone
unnoticed in a refactor.

- Remove superfluous function overrides and use makeopts instead
- Remove superfluous installopts
- Use run rather than cd'ing manually
- Ensure empty line between functions
