Now that clang-format-14 ubuntu packages are available, it's time to
finally upgrade our clang-format version. This version brings with it
a bunch of useful features with const-placement being the most notable.
These will be enabled in the following commits.
SPDX License Identifiers are a more compact / standardized
way of representing file license information.

This was done with the `ambr` search and replace tool.
ambr --no-parent-ignore --key-from-file --rep-from-file key.txt rep.txt *
Including 'Build/' is unfortunate, but this seems to be what everyone does,
short of creating a symlink/hardlink from /AK/Debug.h to /Build/AK/Debug.h.
This feels like a crutch, but it's a better crutch than having a workaround
that could easily break or corrupt commits (i.e., the symlinks).
