Tests: Add regression tests for the LibCpp preprocessor

Similarly to the LibCpp parser regression tests, these tests run the
preprocessor on the .cpp test files under
Userland/LibCpp/Tests/preprocessor, and compare the output with existing
.txt ground truth files.
