Android: Integrate vcpkg with Gradle build
This ensures that vcpkg downloads and builds all dependencies for Android. We add it as a CMAKE_TOOLCHAIN_FILE that then chainloads the Android NDK's toolchain file, as per the vcpkg documentation.
