refactor(server): modularize getFfmpegOptions (#3138)

* refactored `getFfmpegOptions`

refactor transcoding, make separate service

* fixed enum casing

* use `Logger` instead of `console.log`

* review suggestions

* use enum for `getHandler`

* fixed formatting

* Update server/src/domain/media/media.util.ts
