i.e. if I have object=faq, change how it figures out who faq is..
smdoc_extern manages this list, along with the list of external tools.
short names are assigned in the admin screen for the page.
This fixes the major breakage from bad menu clicking (with the objects
I hadn't created yet). Fails more gracefully now.
I also think index.php makes more sense.
