Updated strings. changed default encoding to iso-8859-4. Reasons:
1. cp1257 is not supported by mbstring
2. iso-8859-13 is not supported :) by IE6
3. utf-8 requires terminal with unicode support and may look bad in
/usr/bin/links.
4. freebsd 4.x supports only iso-8859-4
