- Move *one-shot* (one use) function where it is actually used (easier
to know what's going on).
- Remove `pullImageIfNotExist` function as it might be an artifact
from way back. We don't need it as we already have frozen/loaded
image of busybox.

Move plugins to shared distribution stack with images.
Create immutable plugin config that matches schema2 requirements.
Ensure data being pushed is same as pulled/created.
Store distribution artifacts in a blobstore.
Run init layer setup for every plugin start.
Fix breakouts from unsafe file accesses.
Add support for `docker plugin install --alias`
Uses normalized references for default names to avoid collisions when using default hosts/tags.
Some refactoring of the plugin manager to support the change, like removing the singleton manager and adding manager config struct.

Fixes a race condition in the kill tests where the container
would be killed but inspected before it's state changed. Fixes
this by waiting for a state change instead.

moves ensure-syscall-test to go
moves ensure-nnp-test to go
moves ensure-httpserver to go
Also makes some of the fixtures load only for the required tests.
This makes sure that fixtures that won't be needed for a test run such as
`make TESTFLAGS='-check.f Swarm' test-integration-cli` (for example)
aren't loaded... like the syscall tests.

docker build is broken because it sends to the daemon the full
cliconfig file which has only Email(s). This patch retrieves all auth
configs from the credentials store.

The restarts in the authz plugin test suite seems to be causing
flakiness in CI, and can be avoided by separating the daemon start and
busybox image load.
