daemon/c8d: Implement import
If the imported layer archive is uncompressed, it gets compressed with gzip before writing to the content store. Archives compressed with gzip and zstd are imported as-is. Xz and bzip2 are recompressed into gzip. Signed-off-by: Paweł Gronowski <pawel.gronowski@docker.com>
