Sam Atkins 188d9f1326 LibWeb: Resolve some trivial clang-tidy warnings in the CSS Parser 
Issues resolved:
- Unnecessary `move()`s
- `else` after `return`
- `auto&` that could be `auto const&`

Why yes, I did just get clang-tidy set up. :^)
