This namespace will be used for all interfaces defined in the URL
specification, like URL and URLSearchParams.
This has the unfortunate side-effect of requiring us to use the fully
qualified AK::URL name whenever we want to refer to the AK class, so
this commit also fixes all such references.
SPDX License Identifiers are a more compact / standardized
way of representing file license information.

This was done with the `ambr` search and replace tool.
ambr --no-parent-ignore --key-from-file --rep-from-file key.txt rep.txt *
Instead of all interested parties needing to write out the code to get
the cookie value for a load request, add a static helper to do it in
one location.
