`CharacterBitmap` instances are generated at run-time and put on the
heap, but they can be created in a `constexpr` context and stored in
static memory.
Also, remove additional `width` and `height` `static` values in favor
of using the `constexpr` member functions of `CharacterBitmap`.
These changes also include the removal of some initialization code
which tests if the `CharacterBitmap` is created since it is always
created and removes function-local `static` values which cause
run-time branches to ensure it is initialized each time the function
is called.
This makes IconView aware of the text width of the
ModelEditingDelegate widget when editing an index and allows us to
resize the content rect as needed.
This also removes the border from the textbox since it could collide
with the icon in ColumnsView. While editing we also skip painting the
inactive selection rect since it would otherwise show when the content
rect gets smaller.
This role allows you to specify a custom opacity for icon painting.
Note that the opacity is not in effect when the item is either
selected and/or hovered.
We already do this in most places, so the style should be consistent.
Also, Clang does not like it, as this could cause an unexpected compile
error if some statements are added to the default label or a new label
is added above it.
Problem:
- `static` variables consume memory and sometimes are less
optimizable.
- `static const` variables can be `constexpr`, usually.
- `static` function-local variables require an initialization check
every time the function is run.
Solution:
- If a global `static` variable is only used in a single function then
move it into the function and make it non-`static` and `constexpr`.
- Make all global `static` variables `constexpr` instead of `const`.
- Change function-local `static const[expr]` variables to be just
`constexpr`.

This patch makes everything consistent by replacing every other variant
of these with the proper one. :^)
(...and ASSERT_NOT_REACHED => VERIFY_NOT_REACHED)
Since all of these checks are done in release builds as well,
let's rename them to VERIFY to prevent confusion, as everyone is
used to assertions being compiled out in release.
We can introduce a new ASSERT macro that is specifically for debug
checks, but I'm doing this wholesale conversion first since we've
accumulated thousands of these already, and it's not immediately
obvious which ones are suitable for ASSERT.
