Just like month, the day value here is one-based. This resulted in the
following situation, which is obviously unexpected:
Core::DateTime::create(1970); // 1970-01-00 -> 1969-12-31
DateTime can now be parsed from a string. Implements the same formatters
as strptime: https://linux.die.net/man/3/strptime (Well, some of them at
least).
SPDX License Identifiers are a more compact / standardized
way of representing file license information.
