LibWeb: Move CSS selector-serialization code to Selector.{h,cpp}

Also, renamed `builder` to `s` to match spec comments, and fixed a
find-and-replace typo where some pseudo-class names were
"last-of-pseudo_class" instead of "last-of-type".
