Everywhere: Canonicalize 'ReadMe' capitalization

We now follow a common capitalization throughout the project:

./Ports/openssh/ReadMe.md
./Ports/python3/patches/ReadMe.md
./Ports/ReadMe.md
./Meta/Lagom/ReadMe.md
./ReadMe.md

This filename is still obvious enough to be seen immediately.
